What FC measures
Fluency & Coherence assesses:
- Speed + smoothness of speech
- Logical organization of ideas
- Effective signposting
- Topic development depth
It's NOT just about speaking fast. It's about speaking SMOOTHLY with LOGIC.
Band 8 standard
- Speaks fluently with only occasional repetition or self-correction
- Hesitation is content-related, not language-related
- Develops topics coherently and appropriately
- Uses cohesive devices flexibly
Band 7 falls short on
- More frequent hesitation, sometimes language-related
- Coherence occasionally weak (jumps topics, unclear connections)
- Cohesive devices used but sometimes overused or basic
- Some over-use of certain connectives
Component 1: Pacing
Band 8 pacing
- 130-160 words per minute (natural conversation)
- Slight hesitation between major thoughts (1-2 sec)
- No long silences (3+ seconds)
- Variable rhythm (faster in flow, slower at key points)
Band 7 pacing
- Slower (100-130 wpm) due to language searches
- More frequent 3+ second pauses
- Sometimes rapid spurts followed by stalls
Pacing tips
- DON'T rush — fast ≠ fluent
- Practice 130-150 wpm range
- Use natural pauses between sentences
- Variable rhythm is more natural than constant pace

Why signpost?
In longer answers (Part 2, Part 3), listener needs help following structure.
Band 8 signposting examples
Opening structure
- "There are really three reasons for this..."
- "Let me start with the obvious one..."
- "I'd say there are two main angles here..."
Transitioning between points
- "On a related note..."
- "That brings me to the second point..."
- "Another angle to consider is..."
- "That said..."
Concluding
- "So all in all..."
- "To wrap this up..."
- "Ultimately, what I think matters is..."
Band 7 signposting issues
- Overuses "firstly, secondly, thirdly"
- Mechanical structure obvious
- Missing transitions between ideas
Distribution rule
For Part 2 (2-min answer): 2-3 signposts max. For Part 3 (30-45 sec): 1-2 signposts.
Overuse = mechanical. Underuse = listener lost.
Component 3: Topic development
Band 8 development
- Each main point developed with example/explanation/elaboration
- Logical progression: claim → reason → example → implication
- No abrupt topic jumps
- Builds depth over time
Band 7 development
- Points listed without depth
- Some abrupt jumps
- Underdeveloped examples
Development model: PREP

Q: "Do you think technology helps or harms relationships?"
Band 7 (listed, undeveloped): "Technology helps because we can communicate. Phones help us call. Social media keeps us in touch. But sometimes it harms because we don't talk in person."
