Many cities are considering whether to ban private cars from their central districts in favour of buses, bicycles and walking. Some people think this is a necessary step to reduce pollution and congestion, while others believe it unfairly restricts personal freedom and harms local businesses.

Discuss both views and give your own opinion.

Give reasons for your answer and include any relevant examples from your own knowledge or experience.
